(d) As regarda Swatow a report has been received from H.H.S. "Foxglove" in the following sensе:-

"The Strike Committee has withdraw strike pickets but has decided that the boycott should be maintained until the two Swatow delegates have returned from Canton. In the meantime employees of British are not permitted to return to work. Four ships of the Fukien Fleet are reported to be at Tungshan and to be proceeding west of Swatow with a view to intercepting ships from Canton. Local troops are alse reported to have been driven back to Fukien border"

(e) The proceedings of the 10th of October seem to

me to have been as satisfactory as could be hoped. On the other hand strike picket organisation has not been disbanded and Russian influence is still powerful. The situation therefore must be very carefully watched.
